Care for All. Care We Can Afford

In Congress, I was in the room, helping to shape the landmark legislation that ultimately became the Affordable Care Act. As Attorney General, I led the lawsuit that saved the ACA and as Director of Health and Human Services for the Biden Administration, I helped expand ACA coverage to more than 24 million Americans. I know that health care is a human right. As California’s Health Care Governor I will deliver affordable care without debt or delays, strengthen Medi-Cal, close racial and economic gaps, and build toward Medicare for All. When all Californians have coverage they can afford, costs go down for us all.

Fighting Donald Trump

Politicians like to talk about standing up to Donald Trump, but I’m the one candidate for Governor who has fought him on behalf of Californians and won. As your Attorney General, I sued Trump 122 times – never shying away from the fight on critical issues like Obamacare, stopping ICE overreach, reproductive freedom, air quality and protecting Dreamers from deportation. I’ve beaten Trump in court and as your Governor I’m ready to get back into the ring for you.

Defending Our Rights

Ensuring California Leads the Fight for Our Rights

Abortion access, voting, even who we’re allowed to love – today, our fundamental human rights are under threat. As the husband of a high-risk Ob-Gyn, I know that abortion access is health care. As HHS Secretary, I ensured that Planned Parenthood funding got into the states and clinics that depend on these critical dollars to provide care. In 1996, I was among a small group of members of Congress to vote against the Defense of Marriage Act. These are rights that are more important than ever to defend and expand. As Governor, I will ensure that California continues to lead when it comes to protecting access to abortion, to the ballot, and to live and love without restraint.

I believe that everyone benefits when there are enough homes, when costs stop rising out of control, and when everyone has a safe, stable place to call home. As Governor, I will treat housing like the essential infrastructure it is.

Economy and Affordability

Lower Costs. Raise Stability. Put Families First

Californians are being squeezed by rising costs—from insurance and childcare to groceries—and too many families are falling behind even while working hard. As HHS Secretary, I led the fight to expand early childhood education, so every American gets a fair shot. As Attorney General, I stood up to corporations to stop wage theft and battle consumer fraud. As Governor, I will take on the cost of living head-on by standing up to price gouging and unjustified rate hikes, expanding help with childcare and essential costs, and using the power of the state to lower prices where the market has failed.

I believe that by treating clean energy and grid resilience as public investments—and ensuring renters, low-income households, and workers share in the benefits—California can fight climate change, strengthen reliability, and make energy more affordable for everyone.

California Disaster Preparedness & Resilience

Protect People. Prevent Harm. Recover Fairly and Fast

As Governor, I will ensure that disaster preparedness in California is not just about infrastructure, but about dignity, equity, and keeping people in their homes and communities. As HHS Secretary, I oversaw the Department of Health and Human Services Administration for Strategic Preparedness and Response to tackle pandemic threats and to respond to natural disasters.
