Becerra announces positions on key November ballot measures

Sacramento, CA — Former HHS Secretary and California Attorney General Xavier Becerra, the Democratic frontrunner to be California’s next Governor, today announced an initial volley of endorsements on six statewide measures slated for the November ballot.

“Proposition 39 is Donald Trump’s voter interference agenda, repackaged for a California ballot. I’m voting no,” Becerra said. “Yet much of this ballot gives us something to build with — housing that people can afford, permanent funding for schools and health care, and a stronger rainy day fund, all without raising taxes on working Californians.

“Every one of these measures comes down to the same question: does it make California work for us? I have spent my career answering that question — whether in court, in Congress, or at HHS. Some ballot measures earn a yes. Some merit a no. The test is the same. This is how I’m voting, and I hope Californians will join me,” Becerra continued.

  • YES on Prop 1: Veterans and Affordable Housing Bond Act of 2026
  • YES on Prop 2: Budget Stabilization Account Cap Increase
  • YES on Prop 3: The California Children’s Education and Health Care Protection Act of 2026
  • YES on Prop 37: Second Mortgage Homebuyer Program and Revenue Bond Initiative

Sec. Becerra’s “NO” Endorsements:

  • NO on Prop 39: Voter Identification, Citizenship Verification, and Registered Voter List Administration Initiative
  • NO on Prop 40: One-Time Wealth Tax Initiative
